Law Number 49 of 2014 concerning National Standards for Higher Education, Chapter II states that National Education Standards consist of graduate competency standards, learning content standards, learning process standards, learning assessment standards, lecturer and education personnel standards, learning facilities and infrastructure standards, and learning financing standards. Article 35 states that the learning facility standards as referred to in Chapter II above include furniture, educational equipment, educational media, books and repositories, information technology facilities, experimental instrumentation, sports facilities, art facilities, public facilities, consumables and safety and security maintenance facilities.

From what is described above, it is clear that the existence of open books is closely related to the completion of national higher education standards. Textbooks are one of the important elements so that the goals of higher education as mandated by the Law can be met. The Law states that textbooks are reference books for a course that are written and compiled by experts in related fields and meet the rules of textbooks and are officially published and disseminated
